The Weimar constitution was Germany's first democratic constitution. It constituted the German Reich as a federal republic with a mixed presidential and parliamentary system of government, in which state power emanated from the people for the first time in German history. This is recalled by the stamp issued on the occasion of the 100th anniversary of its entry into force, which shows Article 1 of the legal text in the national colors black, red and gold. Designed in the revolutionary year 1918 by the constitutional lawyer Hugo Preuss, the constitution consisting of a preamble, 181 articles as well as transitional and final clauses came into force on August 14, 1919, after being signed by Reich President Friedrich Ebert. Dealing with their structural deficiencies was partly responsible for the failure of the Weimar Republic. But the Weimar Constitution created the legal framework for the new state and its parliamentary system. It formed a viable foundation for building a federal constitutional state and established the first German democracy. According to the Basic Law, police sovereignty lies with the federal states. That is why the German police force is organized federally: There are 16 country police, whose tasks and powers are regulated in the police laws of the countries. In addition, there are three police forces operating at the federal level: the Federal Police, the Federal Criminal Police Office and the police at the German Bundestag.
