Meritorious Personalities of the German Workers 'Movement, Issue 1982 The Department of Postal and Telecommunications of the German Democratic Republic publishes five commemorative postage stamps depicting meritorious personalities of the German workers' movement. No special first-day cover envelope Special cancellation from March 23 to May 22, 1982 Otto Winzer was born on April 3, 1902, the son of a metalworker in Berlin. In 1919 he joined the Free Socialist Youth and the KPD. He actively participated in the revolutionary struggles of the German working class in the years 1918 to 1923. Otto Winzer did a particularly active youth work. He belonged from 1922 to 1923 to the district management Berlin-Brandenburg of the Communist Youth Association. He then worked as an editor at the publishing house of the Communist Youth International and from 1930 to 1933 as head of the publishing house. After the seizure of fascism he took part in the illegal anti-fascist resistance struggle in Germany. He was from 1933 to 1934 head of the Revolutionary Trade Union Opposition Berlin-Brandenburg. By a decision of the party he emigrated in 1934 to France and Holland. Since 1935 he was a Moscow employee of the Communist International and worked as an editor in the publishing house for foreign language literature. After the destruction of fascism, he returned with an initiative group of the KPD to Germany and sat down immediately for the anti-fascist democratic reconstruction. After formation of the Berlin Municipal Council in May 1945, he headed the Department of Education. In 1947 he became a member of the party executive and of the Central Committee of the SED and head of the press department of the Central Committee of the SED. From 1949 to 1956 he was Secretary of State and head of the private office of the President of the GDR, Wilhelm Pieck. Since 1950 he was a member of the People's Chamber. From 1956 he was State Secretary and 1st Deputy Minister for Foreign Affairs of the GDR. In 1965 he was appointed Minister of Foreign Affairs. He earned great services in strengthening and consolidating the international position of the GDR and in the fight for peace, international friendship and social progress. On March 3, 1975, Otto Winzer died in Berlin.
