As secretary of the Revolutionary Trade Union Opposition in Bremen and a member of the Weser-Ems district administration of the KPD, from 1931 he headed numerous economic and political struggles of the North German workers. 1932/1933 he was a member of the KPD in the Reichstag. Under the severe conditions of fascist terror, Herbert Warnke took an active part in the illegal anti-fascist resistance struggle. By order of the party he went into exile in 1936. Especially in Denmark and Sweden - where he was imprisoned for his political activities from 1939 to 1943 - he worked for the collection of anti-fascist-democratic forces. He was one of the organizers of the 1944 founded in Stockholm Free German Cultural Association. After the fall of fascism he campaigned for the establishment of the unity of the working class and the creation of unified, free unions. In 1946 he became chairman of the national association of the FDGB in Mecklenburg. From 1948 until his death he was chairman of the federal executive board of the FDGB. He was since 1949 a member of the People's Chamber and since 1971 a member of the State Council of the GDR. Herbert Warnke earned great services in building socialism in the GDR. Under his leadership, the unions of the GDR developed into the most comprehensive class organization of the working class and real administrators of the interests of the working people, an important factor in socialist democracy and schools of socialism. He also gained a great reputation in the international labor movement. This testifies his election to the General Council of the World Trade Union Confederation, whose vice president he was from 1953 to 1969. Herbert Warnke died on March 26, 1975 in Berlin.
