He was one of the leading social politicians of the KPD and played a significant role in the development of his revolutionary social policy. 1928 to 1933 Chairman of the Association of Sociopolitical Organizations (Arso). 1928 to 1930 and 1932 to early 1933 responsible for the publication of their organ "Proletarian social policy". At the 12th Party Congress of the KPD 1929 election to the candidate of the Central Committee.
