The spring meeting of the Inter-Parliamentary Union in the period from 7 to 13 April 1969 in Vienna was the occasion for the publication of this special postage stamp. The Union met for the first time in Paris in 1889, the year of the World's Fair. The idea, however, was already older and was first formulated by an Austrian. The spiritual ancestor of the inter-parliamentary idea was Robert von Walterskirchen, a member of the Austrian mansion, who already in 1870 pointed out the need for a closer connection between the parliamentarians of all countries. With the founding resolution of June 30, 1889, the establishment of the Inter-parliamentary Union as a permanent association of members of parliament of different states took place. It sees its goal in promoting peace and unifying peoples through its very existence and through its suggestions and resolutions. The brand image shows a view of the Parliament on Vienna's Ringstrasse, where the Interparliamentary Conference takes place.
