On December 21, 1976, the UN General Assembly decided to convene a United Nations Conference on Science and Technology for Development (UNCSTD). On 19 December 1977, the General Assembly accepted the invitation of the Austrian Federal Government to hold this conference in Vienna. The UNCSTD presented the second UN World Conference on Science and Technology. The first such conference took place in 1963, which included the founding of the Advisory Committee on the Application of Science and Technology. This panel of experts followed in 1972 the creation of an intergovernmental Science and Technology Committee for Development, under the auspices of the United Nations Economic and Social Council. The growing importance of international scientific and technological cooperation in overcoming development problems was further expressed in the International Development Strategy for the United Nations Second Development Decade proclaimed by the United Nations General Assembly in 1970. The conference took place from August 20 to 31, 1979. The main focus was on issues of technical and economic development related to the problems of developing countries.
