The common outline for the European Trade Marks 1961 of the countries of the European Conference of Postal and Telecommunications Administrations (CEPT) was selected by the postal administrations involved on 29 March 1961 in London. The choice fell on a work of the Dutch graphic designer Th. Kurpershoek. According to the number of member countries, the motif shows 19 pigeons whose formation in turn forms the shape of a dove.
