The further development of all measures that promote the integration of disabled people into our society has been a concern of all responsible political forces in Austria for many decades. Above all, their integration into the work process is of central importance. It ensures the basis for integration into the "normal" social system for the disabled and has been supported in the past by many public initiatives. The 7th World Congress of the "International League of Associations for the Mentally Impaired", which took place in Vienna from 1 to 6 October 1978, also addressed the situation and prospects for people with disabilities. With the issue of this special postage stamp, the Austrian postal administration was able to make a contribution to raising awareness in the run-up to this congress. The brand motif refers in an abstract way to the dichotomy in which disabled people live between willing and desiring on the one hand and ability on the other.
