On Monday, June 18, 1984, in the Congress Center Hamburg (CCH) - directly at the Dammtor station and the park "Planten un Blomen" - the XIX. World Postal Congress solemnly opened by the Federal President. The congress ended on Friday, July 27, 1984, with the signing of the new contracts of the Universal Postal Union. World Postal Congresses generally take place every 5 years. The first Universal Postal Congress, then called the General Post-Congress, was the founding congress, which met on the initiative of Heinrich von Stephans on September 15, 1874, in Berne. On 9 October 1874, the founding treaty of the "Allgemeine Postverein" (since 1878 "Universal Postal Union") was signed by 22 countries. In 1948, the Universal Postal Union became a special organization of the United Nations. Today it counts 166 member countries, which are expected to have a total of 750 delegates for the XIX. The final adoption will take place later in the Assembly. Without the constant renewal of its contractual foundations, the international postal service could not adequately fulfill its tasks. As the host of the congress, the Deutsche Bundespost, in parallel with the congress secretariat set up by the International Office of the Universal Postal Union, is responsible for comprehensive tasks in the provision and design of an efficient congress center and the supervision, support and information of congress participants. The Federal Republic of Germany, like the other member states, sends a delegation to the XIX. Universal Postal Congress. The first World Postal Congress on German soil, 110 years after the founding of the Universal Postal Union, is the occasion to issue a special postage stamp block of the Deutsche Bundespost.
