In favor of the free welfare care four special postage stamps are issued. The proceeds from the surcharges will be paid to the consortium of the non-profit welfare associations. As a student in Rome, where he became a doctor phil. and theol. Ph.D., Lorenz Werthmann dealt with the social question. Later, as the archiepiscopal secretary in Freiburg (Breisgau), matured in him the plan to summarize the diverse and widespread church love activities in an organization, which in 1897 led to the founding of the German Caritas Association. When Lorenz Werthmann died in 1921, he left behind a major association of the Free Welfare, which has significantly influenced the development of welfare work in Germany and beyond.
