The III. World Winter Games for the physically disabled were held from 14 to 20 January 1984 in Innsbruck. This winter sports event first took place in Sweden in 1976 and then in Geilo in Norway in 1980. The tradition that Innsbruck had gained by hosting the 1964 and 1976 Winter Olympics was crucial to the city's choice of venue. The Games were held under the patronage of the International Olympic Committee. The aim was, in addition to the sporting component, above all to take another step in the integration of disabled people in society. In addition to the experienced organizers from Innsbruck, many disabled people were directly involved in the preparations for the World Winter Games. Only through their advice could the participating, disabled athletes be offered optimal conditions. The alpine competitions were held in the famous Muttereralm area, for the Nordic competitions was the already existing Nordic center of Natters available. With the publication of this special postage stamp with surcharge, the Austrian Postal and Telegraph Administration also contributed to the financing of this major sporting event.
